  THE BRIEFING

The Organisation for Economic Co-operation and Development (OECD) has officially adopted the Development Cooperation Principles on Relevant and Effective Support to Media and the Information Environment.

The adoption by the OECD’s Development Assistance Committee (DAC) at a meeting on March 22 in Paris follows the Principles’ approval by the DAC’s Network on Governance earlier this month.

The Principles are the culmination of over two years of advocacy led by the Global Forum for Media Development (GFMD) and the Center for International Media Assistance (CIMA) in cooperation with the DAC secretariat and representatives from the United Kingdom, Sweden, Switzerland, the United States, France, and others.

This advocacy effort was made possible by our communityimplementing organisations, civil society representatives, and media development expertsactively engaging in numerous consultations with bilateral donor agencies, intergovernmental organisations and other policymakers and funders

🔗 THE PRINCIPLES ARE AVAILABLE HERE

The Principles seek to reinvigorate international support for media and the information environment in the face of this crisis, uniting the vital role of media and journalism in development and democracy, emerging initiatives to improve innovation and coordination, and growing understanding of aid and development effectiveness and the impact of assistance.

The six Principles aspire to encourage development cooperation providers to improve the relevance and effectiveness of their support to preserve, protect, and promote public interest media and information integrity in the following ways:

   Next steps

GFMD and CIMA will continue to work with the DAC and other stakeholders to advance the implementation of the Principles at the international, national, and local levels. This includes:

On March 13, 2024, The European Media Freedom Act (EMFA) was adopted by the European Parliament, with an overwhelming majority, receiving 464 votes in favour, 92 against, and 65 abstentions.

The working group on EMFA has launched a joint letter calling for the effective implementation of the European Media Freedom Act.  While the EMFA is setting a crucial baseline, the 21 organisations signing the letter call for further action from Member States, regulatory bodies and the Commission, urging them to strengthen safeguards for journalists’ rights and media pluralism beyond minimum standards and to collaborate closely with media and civil society stakeholders for the EMFA’s effective implementation. Undersigned organisations stand ready to support this effort to ensure a resilient press landscape across the EU.

In light of the recent EMFA adoption, it's worth reflecting on the journey that led to its creation and considering what are the next steps.
