About the Opportunity
The Program Manager, Middle East and North Africa Programs, manages a portfolio of US Department of State, Near East Affairs (NEA) grants and the project partners; advises Internews on Middle East and North Africa issues generally; and develops strategic plans for additional and future work related to Internews – Middle East and North Africa programs. In this capacity, the Program Manager serves as a project director for the NEA projects and acts as an advisor to Internews senior management on other Middle East and North Africa programs globally. In particular, the Program Manager will advise the project team on questions of project viability, secure engagement strategies for in-country partners, and in-country political and cultural context.
Right now, all Internews’ headquarters offices are closed due to the COVID-19 pandemic, and staff will work remotely until at least 1 July 2021. Until then, this position will also function remotely. Preference will be given to candidates residing in or willing to relocate to the Washington, DC area; however, candidates from any location will be considered. Key Responsibilities include the following:
Program Manager, NEA Grants
- Manages a large and complex portfolio with partners in multiple locations, including extensive subgrant activity, high-level technical work (software development) and robust outreach and training element;
- Manages relationship with DC-based funder and partners in Europe, North America, and project country;
- Handles external communications for projects, develops policies, and ensures that project does not interfere with other Internews programs;
- Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.
Information and Community Technology (ICT) Research and Development
- Guides Internews in exploring new approaches in the Middle East and North Africa region. Provides strategic advice to Regional and Global project directors regarding new opportunities;
- Identifies new potential partners and manages relationships with country-specific community;
- Keeps up to date with political and technical developments in-country as relevant to project implementation and development of new programming.

Qualifications We’re Looking For:
- 7+ years of experience in any combination of: international media cooperation and development; information management in Middle East and North Africa; internet security; ICT use in developing countries;
- 5+ years of management experience, including some in the non-profit sphere, preferably in a USG-funded grant environment;
- Knowledge of at least one regional language;
- Extensive in-country networks and country expertise;
- Significant international experience, preferably in a variety of different regions around the world;
- A demonstrated understanding of the issues and constraints facing media development and technology in the Middle East and North Africa and globally, and the ability to communicate these issues to both technically sophisticated and general audiences;
- Proven ability to manage multi-national team in multiple locations;
- Ability and willingness to travel internationally, once it is safe to do so.
- Knowledge of media development issues;
- Program design and proposal development experience;
- Significant public speaking experience.
