The European Commission (EC) is inviting applications to support Madagascar’s electoral reform process by strengthening civic, political, and media education ahead of upcoming elections to promote informed participation and transparent, inclusive democracy.

The program also emphasizes the importance of credible and accessible information. Efforts to improve media monitoring, promote equitable access to public information, and enhance media professionalism aim to combat misinformation and encourage responsible journalism. Strengthening media and information literacy among citizens is another crucial element to ensure informed decision-making during elections.

Thematics

The overall objective of this call is to

  • improve the integrity and inclusive participation of electoral processes while promoting active citizenship and non-discriminatory participation in public and political life,
  • meet specific objectives including strengthening the organizational and operational capacities of civil society organizations to deliver civic and political education,
  • Conduct civic and electoral education campaigns for referendum, presidential, legislative, and municipal elections,
  • and enhance information resilience and electoral credibility through improved media regulation, equitable access to information, media and information literacy, and responsible journalism,
  • also meet priorities aligned with building resilient, inclusive and democratic societies, promoting human rights, leveraging new technologies, and fostering collaboration.

In addition, proposals under this call must demonstrate strong coordination with existing European Union-supported programs and national initiatives related to elections. This approach ensures coherence, avoids duplication, and maximizes the impact of interventions across key regions in Madagascar.
