In 2027, the German Embassy in Kyiv will again fund human rights projects in Ukraine, concentrating on three priority areas: countering disinformation (support for press and media freedom and for securing evidence to support accountability and justice, with particular focus on defending against SLAPP suits), promoting children’s rights (especially through supporting education as part of Ukrainian culture and identity), and addressing gender-based violence (survivor protection programmes, prevention of and response to domestic violence, reintegration of traumatised veterans, and psychosocial support). This is a two-stage process: a short project concept first, followed by an invitation-only full application with a financial plan.

Eligibility

  • Proposed projects must fall within one of the three priority areas: countering disinformation and defending press/media freedom (including SLAPP-suit defence); promoting children’s and young people’s rights, particularly through education; or addressing gender-based violence, including domestic-violence prevention, survivor protection, and veteran reintegration
  • The project measure must not have already begun
  • The project must be completed by the end of 2027

Requirements

  • Only a project concept (“Projektskizze”) is required at this stage — a detailed application with financial plan is requested only if the project is later selected
  • Guidance materials (Merkblatt) are available in German, English, and Ukrainian

How to Apply

Submit a project concept by 27 September 2026. The Embassy will separately contact selected applicants and invite them, in a second step, to submit a full project application with a financial plan. The project outline form can be found on their website.
