2023 Human Rights Fund Call for Concept Notes (Ukraine)

• Eligibility Criteria:
  Applicant organisations must meet the following criteria:
  – Be a registered Ukrainian NGO with non-for-profit status according to Ukrainian legislation and operate in a governmentally controlled area of Ukraine;
  – Have an adequate track record, proven management capacity, and expertise in the selected priority areas; and
  – Be in operation for at least one year.

The Human Rights Fund (HRF) Programme of the Embassy of the Kingdom of Netherlands invites NGOs to submit concept notes in priority areas such as freedom of expression and internet freedom.

Considering the ongoing Russian aggression against Ukraine and its impact on the most vulnerable groups, the 2023 Human Rights Fund seeks to support the creation of solutions that would improve the lives of people and communities affected by war, advocate for necessary policy changes, promote social cohesion and accountability while ensuring the protection of human rights.

The freedom of expression and internet freedom priority area focuses on:

• Increased access to information, through a free, open, and secure Internet
• Enhanced safety of journalists worldwide, with a particular focus on female journalists
• Press freedom, including a diverse and open media landscape

The Programme has been operational in Ukraine since 2010, focusing on promoting freedom of the media, supporting women’s and minority rights, and tackling discrimination.
