Call for tenders – Service provider for a Journalism Trust Initiative in Ukraine

Reporters Without Borders (RSF) has issued a call for tenders from service providers for a Journalism Trust Initiative “Fast Track” program in Ukraine. The Journalism Trust Initiative (JTI) is an industry benchmark that helps professional publishers distinguish themselves and provide official assurance of their professionalism and commitment to ethical standards – by showing who they are, how they work and their commitment to high ethical standards – through ISO certification.

Thematics

The JTI Fast Track Program aims to address participating media outlet’s challenges throughout the process towards JTI certification. It also intends to increase the JTI’s global footprint. This is why RSF is looking for a service provider to:

• Mentor a group of news organisations throughout the JTI process (with introductory sessions, ongoing support, technical assistance, etc.) and until their preparation and readiness for the JTI audit. This entails that such participants must at minimum have had primary exposure to the JTI. Addionally, that they have exposure to its different steps.
• They must also confirm their interest and motivation in moving forward and without waiting, post JTI Fast Track Program, with the external audit towards JTI certification.
• The service provider should also produce and share educational materials deemed necessary throughout the whole duration of the JTI Fast Track Program.

Participating media outlets that benefit from this program shall be based preferably in and must be legally established in Ukraine.

How to apply 

Applicants should send the application to jti@rsf.org by the 31 March 2026 EOD at the latest. Applications must be submitted in English and include:

• A technical proposal (max 2 A4 pages) with the estimated total amount of participating media outlets, methodology and examples of training and mentoring sessions.
• The résumés of each person that will work on the JTI Fast Track Program;
• A quotation detailing the unit price and the total price, taxes included.
