International Media Support is inviting for Expressions of Interest for the evaluation of it’s Mozambique Programme. The evaluation should assess both the original programme design and the relevance, effectiveness and added value of its response to emerging needs arising from the violent and contested post-election context following Mozambique’s October 2024 general elections.
Details
- The external evaluation has to provide an independent assessment of the programme’s relevance, coherence, effectiveness, efficiency, contribution to results, and prospects for sustainability.
- The evaluation has to generate practical learning and recommendations for IMS, partners and donors on what worked, what did not work as intended, why, and how future programming can be strengthened.
- The evaluation will assess the programme’s relevance, strategic design and adaptation to context over the implementation period.
- The evaluation findings will be discussed with IMS and the implementing partners to support learning, reflection and future programming. The findings willalso be shared with the programme’s main donor and used, where relevant, in donor reporting, fundraising and external communication. The evaluation is therefore expected to produce both rigorous analysis and clearly communicated findings.
- The evaluation will assess the programme’s overall performance and results in Mozambique over the period 2024 to date. It should cover the programme’s intervention logic, implementation approaches, results, adaptation to context, and prospects for sustainability.
- The evaluation is expected to apply the OECD-DAC evaluation criteria, with particular attention to relevance, coherence, effectiveness, efficiency, sustainability and contribution to broader change.
- The evaluation should cover the programme’s main target groups and stakeholders, including but not limited to radio stations, journalists and civil society organisations.
- The evaluation should cover both National-level intervention and Sub-National interventions.
Requirements
- The evaluation team is expected to propose a robust mixed-methods methodology combining qualitative and quantitative approaches as appropriate. Methods may include desk review, key informant interviews, focus group discussions, surveys, content or data analysis, and field visits.
- The evaluation team is expected to work in a gender-responsive, inclusive and conflict-sensitive manner and to use sound professional judgement throughout.
- The evaluation team must demonstrate a clear and credible approach to ethics and safeguarding throughout the assignment.
- At minimum, the evaluation approach should explain how the team will: obtain informed consent; ensure confidentiality and, where necessary, anonymity of participants; assess and mitigate risks to interviewees and researchers; apply a do-no-harm approach in the design and conduct of data collection; manage sensitive information securely; and respond appropriately if safeguarding or protection concerns arise during the assignment.
- The evaluation team should also explain how interview locations, interview formats, note-taking, recording, storage and reporting practices will be adapted where needed to reduce risk and protect participants.
- The technical proposal should briefly describe the team’s ethics and safeguarding approach, and the inception report should include a more detailed explanation of how these measures will be operationalised during the evaluation.
- The evaluation team will be expected to produce an inception report setting out the final methodology, evaluation matrix or analytical framework, sampling approach, workplan, proposed tools, limitations and draft report outline.
- The evaluation team will be expected to produce a presentation, a final evaluation report including executive summary, case studies and a communication brief.
