BIRN Seeks External Evaluator for ‘Paper Trail for Better Governance IV’ Mid-Term Review
The Balkan Investigative Reporting Network (BIRN) is seeking an experienced evaluator to conduct a mid-term evaluation of its regional governance initiative Paper Trail for Better Governance IV. This assessment is commissioned in partnership with the Austrian Development Agency (ADA) and aims to strengthen strategic learning, operational accountability, and the effectiveness of governance initiatives in the Western Balkans.

- Governance, transparency, and accountability in the Western Balkans
- Freedom of information and public sector oversight
- Evaluation of cross-regional civil society initiatives
- Strategic learning and evidence-based program refinement
- Sustainable policy reform and rule of law promotion
- Long-term impacts of media and civil society support
- Regional coordination and remote stakeholder engagement
- Relevance and effectiveness of donor-funded projects
Eligibility Criteria
- Independent evaluators or consulting teams with experience in project and program evaluations
- Proven track record in governance, media development, or civil society strengthening
- Familiarity with ADA evaluation guidelines and EU accession-related governance priorities
- Ability to conduct remote and field data collection across the Western Balkans
- Skilled in delivering evidence-based recommendations and clear evaluation reports
- Experience in multi-country initiatives, especially in Kosovo and Bosnia and Herzegovina
- Fluent in English (knowledge of regional languages is a plus)
