GFMD takes part to expert consultation on monitoring of online human rights violations

On 23 November 2012, EU’s General Direction on Information society - DG CONNECT, invited think tanks, ICT experts and NGOs to reflect on an ambitious project to monitor in almost real time Human Rights violations. ECSA, a future situational awareness platform is one of pillars of the No Disconnect Strategy of the EU, a policy to support Internet Freedoms.

Through “ECSA”, the EU wants to gather and present in a simplified and readable format, reliable data and information about worldwide violations of Human Rights, including cybercensorship. The platform would allow EU decision-makers and interested parties to better understand what is happening online (and offline) and act accordingly.

The GFMD and two of its members, Internews Europe and Free Press Unlimited, provided expertise about the existing initiatives to monitor online censorship and how the EU can bring added value without duplicating ongoing efforts. A call for tenders, which will take account of the findings of the workshop, should be published by the DG Connect in the first months of 2013 to develop a prototype of ECSA.
