Internews is seeking a Subgrants Analyst for the USAID-funded Strengthening Civil Society & Media Systems Activity (Sawt, Arabic for “voice”) in Jordan.

The Subgrants Analyst reports to Internews’ GC Manager and supports overall subgrants administration, including pre-award diligence and analysis, subgrant award execution, and post-award monitoring, in compliance with prime funder requirements and Internews policy.

As an administrative support position, the subgrants analyst role also requires excellent written communication that provides friendly, supportive, creative solutions and guidance to programmatic counterparts.

Responsibilities
  • Conduct risk and capacity assessments of potential subrecipients and formulates and applies informed subgrant agreement risk-mitigation provisions.
  • Conduct and document analysis of proposed subgrants for compliance with funder requirements and Internews policy, including cost reasonableness and allowability.
  • Draft and, within delegated authority, approve subgrant agreements and modifications ensuring compliance and timely processing
  • Track and file subgrant-related data and files in Internews systems.
  • Review and track subgrant financial reporting.
  • Investigate financial discrepancies or deficiencies.
  • Communicate with and provide expert guidance to program staff on subgrant monitoring and compliance issues, communicating complex ideas, regulations, etc. in a clear and concise manner.
  • Provide training to program staff on subgrant administration.
  • Conduct and document the analysis of the proposed Project Administered Subgrant Strategy (PASS) for compliance with funder requirements and Internews policy.
  • Draft PASS documents and modifications to delegate subgrant administration authority to project teams.
  • Oversee the maintenance and tracking of site visit reports
  • Conduct desk audits of select subgrants.
  • Track subrecipient audit, vetting, and indirect cost rate compliance.
  • Facilitate subgrant close-out process.
  • Submit Federal Financial and Accounting Transparency Act (FFATA) reports to Federal Government, maintaining compliance with federal reporting requirements
  • Manage non-programmatic reporting data related to subgrants including cost share, host government taxes, financial status, year-end subgrant cash, contributes to monthly subgrant accrual process, etc.
  • Prepare subgrant documentation for audits.
  • Serve as a key point of contact for subgrant audit issues

Required qualifications
  • University Degree or equivalent experience; minimum 5 years of prior relevant experience
  • Understanding of and experience with administration of US Government (USG) grants, cooperative agreements and contracts; experience with US Agency for International Development (USAID) awards highly desirable.
  • Experience in monitoring recipients of USG and other major funding sources, with demonstrated ability to mitigate risks and ensure compliance. (highly desirable).
  • Proven experience working with administrative systems of international Non-Governmental Organization (NGOs) (highly desirable).
  • Excellent written and verbal communication skills, with the ability to communicate complex information to both internal and external stakeholders clearly and concisely.
  • Excellent critical analysis skills.
  • Creative and cooperative problem-solving abilities, particularly in high-stakes, fast-paced environments that require cross-functional coordination.
  • Advanced computer skills.
  • Proficiency in current versions of MS Office with emphasis in Excel.
  • Strong database management skills.
  • Strong financial management and analysis skills.
  • Strong organisational skills and attention to detail.
  • Demonstrated leadership in training, mentoring, and guiding teams, providing insights to improve operational processes and compliance.
