The International Media Support (IMS) is hiring a Programme Manager to manage the IMS Mozambique programme.

The Programme Manager will manage the IMS Mozambique programme, which aims to contribute to an independent, resilient, and pluralistic media reaching urban and rural audiences with relevant and reliable public interest information. The Programme Manager will be responsible for programme cycle management of the programme. You will manage programme planning and implementation incl. operations, administration, finances, logistics, and MEL, and liaise directly with other programme staff. The Programme Manager will work directly with local partners and consultants to develop and monitor programme scopes of work, budgets, and timelines. You are expected to work as a team lead with limited supervision. This position will be based in Maputo with travel to project areas outside of Maputo, or as may be required.

Key functions and key responsibilities
  • Guide the formulation, management and implementation of the assigned programme, including formulation of strategy, identification and assessment of partners, programme and project formulations, work plans, progress reporting, monitoring and evaluation.
  • Develop and monitor budgets and oversee stability of financial implementation and control of assigned programmes and projects.
  • Work closely with the designated operations specialists, advisors, other PMs at IMS and relevant colleagues.
  • Further development, conceptualization and reflection on the development of media actors in designated programme country/region.
  • Monitor political, social and media developments in programme  country that are relevant for the implementation of the  programme and projects.
  • Liaise and follow actions of other national and international media and development actors involved in support to independent media.
  • Work closely with the Africa Regional Director and fundraising unit to develop new programme/project proposals and initiatives and advise on strategies where needed.
  • Ensure regular contact and nurture close collaboration with and among national as well as international partners including facilitation of networks and follow up.
  • Work closely with selected Mozambique media partners, identify and respond to capacity building needs and provide  support according to annual work plans and partner project agreements as well as adjustments of the programme based on lessons learnt.
  • Take the lead on Communication and visibility planning and activities in collaboration with HQ Communication Department, funding partners, external consultants, including guiding programme partners on visibility plans and actions.
  • Lead team meetings and represent the programme with local partners at conferences, seminars, donor meetings, etc.
Qualifications
  • Relevant educational background in e.g. social sciences, journalism or media studies.
  • At least 5 years’ experience in programme management, media capacity building, journalism and humanitarian reporting, or similar areas.
  • Knowledge of the Mozambique political and humanitarian context including the roles of different national and international stakeholders, global and regional media development issues and challenges for a free and independent media.
  • Profound knowledge of, and experience in, working with the media sector, especially an understanding of the challenges of the media sector.
  • Knowledge and experiences of working with gender issues as well as with broad inclusion (media inclusion of all groups, ethnic groups, socio-demographic groups and communities).
  • Proven ability and experience to work and support partners to develop skills, mentoring programmes, and planning and operating participatory training programmes.
  • Outstanding written and verbal communication skills, with the ability to simplify complex concept both verbally and orally to influence others. Good language skills in Portuguese and working language skills in English.
  • Experience with International donor-funded projects including EU-funding is highly desirable.
  • Computer skills, including internet navigation, and various office applications, especially MS-Office applications and utilities.
  • Ability to perform a variety of specialised tasks related to Results Based Management, incl. design, planning and implementation of programme, managing data, analysis and reporting.
Duration and location
  • Expected length of employment: 24 months initially with a probation period of 3 months.
  • Salary will be commensurate with experience and IMS policies.
  • Location: Maputo, with occasional travel outside of Maputo and Mozambique.
