MEL Consultant(s) for EU-Funded AGILE Project

CFI is seeking a Monitoring, Evaluation & Learning (MEL) Consultant (individual or team) to support the implementation of the MEL framework for the EU-funded AGILE project. This consultancy focuses on enhancing inclusive access to information and strengthening the resilience of exiled media outlets. The ideal consultant brings experience in evaluation methodologies, a strong understanding of media development, and a track record of working in complex international contexts.

Responsibilities

• Support the design and implementation of MEL tools tailored to project objectives.
• Monitor project progress in target countries and contribute to adaptive learning strategies.
• Collect, analyze, and report data that informs strategic decisions and stakeholder engagement.
• Work closely with project teams to ensure MEL approaches align with AGILE’s goals.
• Provide regular evaluations and learning insights throughout the project cycle.

Eligibility Criteria

• Proven expertise in monitoring, evaluation, and learning frameworks.
• Experience working on media development or access to information projects.
• Familiarity with contexts such as Central Asia and Sub-Saharan Africa.
• Ability to work remotely with availability to travel to intervention countries (Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, Uganda, Democratic Republic of Congo, Tanzania, Zambia), France, and Belgium.
• Strong analytical, reporting, and communication skills.
• Fluency in English; knowledge of French is a strong asset.
