The OSCE Programme Office in Dushanbe is seeking an experienced Media Officer (S2) to lead its Media Unit. This role involves designing and managing impactful media development projects, promoting freedom of expression, and supporting media policy reform in line with OSCE commitments. This international mission position is open to applicants outside of Tajikistan.

Key Responsibilities
  • Manage the day-to-day operations of the Media Unit within the Human Dimension Department.
  • Design, plan, and implement media development projects aligned with OSCE standards.
  • Monitor, analyze, and report on media freedom and freedom of expression in Tajikistan.
  • Provide expert advice on media legislation, journalist rights, and freedom of the press.
  • Coordinate and collaborate with national authorities, universities, NGOs, and international partners.
  • Prepare and manage budget plans, project outlines, and reporting documents.
  • Liaise with the Office of the OSCE Representative on Freedom of the Media.
  • Supervise and mentor two national staff members.
  • Represent OSCE’s media agenda in external forums and facilitate partnerships.
  • Perform other related duties as required.
Qualifications
  • Excellent physical condition.
  • Valid driving license with the ability to drive manual transmission.
  • Willingness to work extra hours and in environments with limited infrastructure.
  • First-level university degree in journalism, international relations, media studies, or a related field.
  • Proven project management experience.
  • Strong media background with experience working in or with media organizations.
  • Excellent interpersonal and coordination skills.
  • Minimum of 6 years of relevant professional experience.
  • Minimum 3 years of managerial experience, with the ability to supervise staff and manage teams.
  • Extensive knowledge of project cycle management and reporting.
  • Professional fluency in English (written and spoken).
  • Proficiency in Microsoft Windows applications.
  • Demonstrated gender awareness and sensitivity, with the ability to integrate gender perspectives into work.
  • Only non-nationals and non-permanent residents of Tajikistan are eligible for this international mission position.
