Internews is looking for a Consultant for the Final Evaluation (Final Project Evaluator) of a US government-funded project, implemented to support women civil society activists, journalists, and peacebuilders in Sierra Leone. The main output of the Final Project Evaluator is a report, which will be submitted to the funder.
About the opportunity:
The purpose of this final evaluation is to assess the performance and success of the project, as well as the team’s overall approach to programming. It should also look at signs of the potential impact of project activities on beneficiaries (both project beneficiaries as well as the broader community) and the sustainability of project results.
This evaluation has the following principal tasks:
- Assess the project impact on capacity development of public-facing women leaders, human rights defenders (HRDs), journalists, and advocacy organizations – using both quantitative and qualitative methods;
- Assess the performance of the project in terms of relevance, effectiveness, efficiency, impact, and sustainability;
- Analyse underlying factors beyond Internews’ control that affected the achievement of the project results;
- Identify key project lessons and best practices; and
- Provide recommendations for potential future interventions.
Internews envisions a theory-driven evaluation that speaks to the international evaluation criteria, OECD/DAC principles (efficiency, potential for impact, and sustainability), and that pays particular attention to gender, marginalized and at-risk groups.
Qualifications:
- Bachelor’s degree in a related field, graduate degree preferred;
- Fluency in English is required; knowledge of Krio is considered an asset;
- Demonstrated experience conducting evaluations of advocacy and human rights programs, particularly for US donors;
- Experience with qualitative and quantitative M&E data collection and analysis methods;
- Excellent intercultural communication skills/cultural sensitivity and the ability to forge strong cross-cultural relationships and build trust demonstrated through previous intercultural experience;
- Strong facilitation, presentation, writing, and communication skills;
- Experience in the field of digital rights and/or gender-focused programming is preferred.
