Final Project Evaluations, MENA

IWPR is seeking a consultant to conduct two final, independent evaluations of separate media-development and civil-society projects across its regional MENA portfolio, funded by the US Department of State.

Key responsibilities

• Conduct two independent evaluations following a common methodological framework aligned with OECD-DAC criteria
• Assess project results against the theory of change and expected outcomes/indicators
• Capture behavioural changes among media actors, civil society organisations, community stakeholders, and state actors
• Produce up to two deep-dive case studies to support learning and replication
• Provide actionable recommendations for future programming

Requirements

• Experience conducting rigorous, mixed-methods evaluations, ideally in media development or civil society strengthening
• Familiarity with OECD-DAC evaluation criteria
• Experience with qualitative methodologies such as Outcome Harvesting or Most Significant Change
• Ability to conduct the evaluation remotely with no travel required
