IMS invites interested and qualified consultants to submit proposals for a Gender Auditor assignment under its Moldova Media Information Integrity and Democracy Programme (M-MIIND), which supports independent media in Moldova through capacity development and financial support to build resilience against disinformation, including gendered disinformation.
Key responsibilities
- Understand the extent of diversity, equity, and inclusion measures (DEI), gender sensitivity and/or gender mainstreaming practices performed by the organisation.
- Examine the gender balance (i.e., sex-disaggregation) of staff and freelancers at various levels of each organisation.
- Examine the extent of gender sensitivity of human resource policies, bylaws, and self-regulatory mechanisms. This includes identifying potential gaps in existing organizational safeguarding policies, procedures and practices, effective complaints mechanisms and whistleblowing.
- Assess gender sensitivity of content, products and services developed and distributed by the organisation.
- Establish baseline data and introduce benchmarks for promotion of gender equality in the organisation.
- Provide general and specific recommendations for a Gender Action Plan that builds on the organisational strengths, gaps and challenges identified through the audit. Also include indicators, monitoring and potential evaluation plans.
Requirements
- Excellent communication skills in Romanian and/or Russian and in English.
- Demonstrated knowledge of Moldova’s socio-political context, including the media landscape, civil society and rights-based organizations, or of similar socio-political context affected by political transition, disinformation or undergoing democratic resilience challenges
- Proven experience conducting Participatory Gender Audits (PGA) or equivalent organisational Gender/DEI assessments
- Proven experience in organizational gender mainstreaming processes
- Proven experience in organisational reviews covering HR policies, governance, safeguarding frameworks
- Demonstrated ability to analyse gender balance and workforce data (sex-disaggregated)
- Demonstrated ability to review policies, bylaws, safeguarding and PSEAH frameworks
- Demonstrated ability to assess content/products/services through a gender lens
- Demonstrated ability to develop Gender Action Plans
