The Inter-Governmental Authority on Development (IGAD) is seeking a Communication Specialist to lead the design, management, and implementation of communications strategies for the Eastern Africa Regional Digital Integration Project (EARDIP). The role involves overseeing project communications across the IGAD region, strengthening outreach to stakeholders, and ensuring visibility of IGAD’s efforts in advancing digital market integration. The position will be based in Djibouti, with frequent travel across the region.
Key Responsibilities
- Lead the planning, design, creation, implementation, and monitoring of EARDIP communication activities to raise the project’s profile and encourage inclusive public participation.
- Develop and manage project branding and messaging in English and national languages of member states for social media, publications, websites, and media outreach.
- Establish and manage the project website, ensuring high-quality, multimedia-rich content that reflects impact.
- Oversee the project’s social media presence and content strategy on relevant platforms.
- Design project-specific communications and outreach strategies, ensuring locally appropriate tools for information dissemination and community feedback.
- Coordinate press relations, including drafting press releases, organizing press conferences, and liaising with media houses in collaboration with the IGAD communications unit.
- Ensure standardization and consistency in public information materials, knowledge products, and awareness-raising campaigns.
- Monitor and evaluate the effectiveness of communication and branding activities.
- Deliver training sessions to strengthen communication capacity among project beneficiaries and stakeholders.
Required Qualifications
- Master’s degree in Mass Media, Journalism, Public Relations, Multimedia, or relevant Social Science fields (additional certifications in digital governance, project management, or IT service management are an advantage).
- Minimum of 10 years’ experience developing and implementing communications strategies, preferably related to digital development.
- At least 3 years’ relevant experience working in communications for a public-sector institution at national or international level, particularly in the IGAD region.
- Proven track record in institutional branding, messaging, and strategy development.
- Strong experience in report writing, drafting communication strategies, and managing communication campaigns from initiation to completion.
- Familiarity with public and private media in the region and ability to engage diverse stakeholders.
- Excellent analytical, problem-solving, and presentation skills.
- Strong teamwork, negotiation, and cross-cultural collaboration skills.
- Fluency in English required; knowledge of French is an asset.
