UNESCO is seeking a Chief of Section to lead its work on Universal Access to Information and Digital Inclusion within the Communication and Information Sector (CI). The selected candidate will provide strategic direction and operational leadership in designing, implementing, and monitoring global programmes focused on digital transformation, inclusive knowledge societies, and equitable access to information.
This position, based at UNESCO headquarters in Paris, involves close coordination with field offices, international partners, and other UN agencies to ensure the impact and visibility of UNESCO’s work in this domain.
Responsibilities
- Provide expert guidance on policies and strategies related to universal access to information and digital inclusion.
- Define programmatic priorities and translate them into operational initiatives aligned with UNESCO’s broader goals.
- Lead the design, implementation, and evaluation of programmes, campaigns, and international events.
- Manage the transformation of strategic objectives into actionable and impactful projects.
- Ensure alignment of budgets and work plans with the overarching CI sector priorities.
- Identify funding opportunities and lead fundraising efforts including concept note development and donor engagement.
- Cultivate relationships with donor agencies and manage the full fundraising cycle, from proposal to final reporting.
- Provide advice and develop policy positions on digital inclusion and access to information.
- Represent UNESCO in high-level international meetings and events.
- Maintain strategic dialogues with Member States, UN agencies, and civil society stakeholders.
- Lead and manage a diverse team of professionals.
- Oversee financial and administrative operations of the section.
- Ensure compliance with internal administrative policies and performance management frameworks.
Eligibility Criteria
- Advanced university degree (Master’s or equivalent) in communication, information, ICTs, knowledge society issues, international relations, or related fields.
- Minimum 10 years of relevant professional experience, with at least 5 years at the international level.
- Proven experience in designing and implementing international programmes in communication, digital inclusion, and access to information.
- Demonstrated experience in successful fundraising and donor engagement.
- Strong leadership and strategic thinking.
- Proven project and people management skills.
- Ability to build partnerships and manage stakeholder relations.
- Expertise in results-based management and policy development.
- Excellent communication, analytical, and problem-solving skills.
- Proficiency in IT tools including MS Office.
- Excellent command of English.
- Working knowledge of French.
- Knowledge of another UNESCO official language (Arabic, Chinese, Russian, or Spanish) is an asset.
