UNESCO is seeking a Chief of Section for Freedom of Expression and Safety of Journalists to lead and implement strategic initiatives promoting press freedom, media development, and journalist safety. This role is critical in advancing global efforts to uphold freedom of expression and ensure the protection of journalists in alignment with UNESCO’s mandate and international frameworks.
The Chief of Section for Freedom of Expression and Safety of Journalists will be responsible for developing and implementing programs, mobilizing resources, and engaging with stakeholders, including governments, civil society, and media organizations. The position is based in Paris and reports to the Director of the Division for Freedom of Expression, Media Development, and Media and Information Literacy within UNESCO’s Communication and Information Sector.
Responsibilities
- Provide strategic leadership in the areas of freedom of expression and journalist safety.
- Design, implement, monitor, and evaluate programs and initiatives.
- Develop policies, frameworks, and strategies to address challenges related to media freedom, digital rights, and the rule of law.
- Mobilize resources and establish partnerships with governments, donors, civil society, and media organizations.
- Oversee the organization of international events, conferences, and campaigns.
- Provide authoritative advice and expertise on emerging trends in freedom of expression, media policies, and digital safety.
- Supervise and guide a diverse team, ensuring effective performance management and staff development.
- Represent UNESCO in high-level international forums, advocating for media freedom and journalist protection.
Required Qualifications
- Advanced university degree (Master’s or equivalent) in communication, political science, international relations, or a related field.
- At least 10 years of progressively responsible professional experience in policy analysis, research, editing, or project management related to freedom of expression and journalist safety.
- A minimum of 5 years of international experience, preferably in leadership roles managing global programs and projects.
- Strong leadership and strategic planning abilities.
- Expertise in program and project management, including financial oversight.
- Excellent communication, negotiation, and stakeholder engagement skills.
- Ability to manage and motivate diverse teams in a multicultural environment.
- Deep understanding of global media freedom challenges and human rights issues in the digital age.
