Article 19 – Europe and Central Asia Programme Officer

The Europe and Central Asia (ECA) Team is a dynamic team which implements programmes with partners on the protection of journalists, freedom of expression and digital technologies, access to information, transparency and civic space across the region. The ECA Programme Officer is responsible for coordinating activities promoting freedom of expression and access to information in Europe and developing new opportunities for ARTICLE 19 in the region.

Under the supervision of the ECA Senior Programme Officer, the Programme Officer will lead on project management and implementation in the region, with a particular focus on Russia, including maintaining relations with partners and funders. The Programme Officer will lead A19’s work in the region according to existing needs and funding opportunities, and will focus in particular on freedom of expression and digital technologies and access to information. The Programme Officer will also be expected to contribute to wider ECA strategy and fundraising, as well as ARTICLE 19’s global campaigns.


Strategy Development: 

  • Contribute to the identification of new areas for ARTICLE 19’s growth and impact in the ECA region, with a particular focus on Russia freedom of expression in relation of digital technologies.

Project Management: 

  • Planning all relevant project activities in partnership with a network of partner organisations, to ensure timely and high quality delivery of project outputs in compliance with A19’s organisational policies, procedures and cultural values;
  • Devising and implementing appropriate monitoring and evaluation systems, and coordinating with partners to track project impact and produce narrative reports;
  • Ensuring ARTICLE 19 and partner expenditure is in line with donor budgets, and coordinating with the finance team to deliver timely reports aligned with the narrative reports;
  • Prepare project budgets and forecasts, monitor and support compliance with donor & ARTICLE 19 financial and programmatic procedure and policy requirements;
  • Guide and support partners in due diligence processes.

Fundraising and donor management: 

  • Identify new funding opportunities for work in Russia and Eurasia;
  • Establish and maintain contacts with current and potential donors;
  • With supervision and support from the ECA and fundraising teams, develop fundraising proposals for new projects in line with ARTICLE 19’s global and regional strategy.

Advocacy and Communications: 

  • Represent the organisation in the region, including at external meetings and as a spokesperson for ARTICLE 19 in the target countries in line with A19 established positions and policies;
  • Monitor human rights, freedom of expression and information trends in the ECA region, with a particular focus on Russia and freedom of expression and digital technologies;
  • Identify relevant advocacy opportunities and lead interventions to relevant international mechanisms and advocacy with Social Media Platforms (SMPs) with support from the ECA, Communications and UN teams;
  • Contribute to reports, articles and ARTICLE 19’s publications and website;
  • Engage, when relevant and appropriate, on social media to communicate A19’s key messages with a global public and networks;
  • Develop and maintain ARTICLE 19 national, regional and international contacts across the region, disseminate and publicise ARTICLE 19’s work, outputs and impact.

Other requirements:

  • Contribute to ARTICLE 19’s global strategies, policy discussions and campaigns;
  • Facilitate cross-learning and collaboration with other team members and teams across ARTICLE 19;
  • Other ad hoc tasks as reasonably assigned by the line manager or team.



Education and Knowledge: 

  • Educated to degree level, preferably in a related field such as human rights, politics and international relations, journalism, communications or law, or equivalent work experience demonstrating familiarity with these fields;
  • Knowledge of human rights trends, particularly on freedom of expression and information in Eurasia;
  • Knowledge of international human rights law and awareness of mechanisms for the protection of human rights at international and regional level;
  • Knowledge of historical context and recent political, economic and social developments in Russia.


  • Proven experience with an NGO or charity in the field of human rights and specifically freedom of expression/information, preferably within/on Eurasia;
  • Demonstrable experience of project development and management, including coordination of varied activities with partners;
  • Demonstrable experience of budget management, in line with an agreed donor budget;
  • Demonstrable experience of donor reporting in line with an agreed M&E framework;
  • Experience reporting on EC-funded projects highly desirable;
  • Demonstrable experience of advocacy at national and international levels;
  • Demonstrable experience in external communications to a broad range of audiences, particularly in dealing with national and regional media;
  • Demonstrable experience in drafting of written materials including writing and/or editing materials for publication;
  • Demonstrable experience in contributing to strategy and policy development;
  • Experience of leading advocacy and communication activities.

Skills and Abilities:

  • Written and spoken fluency in Russian. Candidates who do not have working level (both spoken and written) of Russian will not be considered.
  • Good written and verbal communication skills in English;
  • Awareness of digital security issues and ability to communicate through secure means of communications;
  • Ability to multi-task, prioritise and complete activities under time pressure;
  • Good interpersonal skills and experience working and communicating with colleagues and partners in different locations;
  • Ability to work in a multi-cultural work environment and commitment to equal opportunities and non-discrimination;
  • Self-motivation and the ability to work with minimal supervision;
  • Willingness to travel.
