Code for Africa (CfA) is pleased to announce the African Digital Democracy Observatory (ADDO) Institutional Fellowships — a six-month programme designed to strengthen the digital forensic and investigative skills of research and media institutions in Côte d’Ivoire and Senegal.

As online misinformation, hate speech, and propaganda continue to erode democratic discourse and public trust, institutional capacity to investigate and counter such threats is more essential than ever. This fellowship empowers organisations with open-source intelligence (OSINT) and social media intelligence (SOCMINT) skills to monitor and address information manipulation and promote access to credible, evidence-based information.

Objectives
  • Equip investigative media, research institutes, think tanks, and civil society watchdogs with OSINT tools to expose information manipulation and interference (IMI).
  • Support the creation of dedicated in-house teams to regularly track and analyse coordinated inauthentic behaviour (CIB).
  • Strengthen public discourse through the dissemination of data-driven investigations and reports.
  • Build a pan-African network of institutional OSINT experts for transnational collaboration on influence operations and disinformation.
Eligibility

This fellowship is open to:

  • Media and research organisations registered in Côte d’Ivoire or Senegal.
  • Institutions with at least one year of experience in analytical research, investigative journalism, or data journalism.
  • Organisations with a track record of published work, with the latest publication no older than two months.
  • Institutions committed to publishing their outputs and collaborating with CfA on syndication or amplification.
  • Organisations with staff members fluent in English or French, the programme’s working languages.
  • Teams willing to engage in online training and regular mentorship sessions, and share knowledge internally.
