IWPR is seeking a consultant to conduct two final, independent evaluations of separate media-development and civil-society projects across its regional MENA portfolio, funded by the US Department of State.
Key responsibilities
- Conduct two independent evaluations following a common methodological framework aligned with OECD-DAC criteria
- Assess project results against the theory of change and expected outcomes/indicators
- Capture behavioural changes among media actors, civil society organisations, community stakeholders, and state actors
- Produce up to two deep-dive case studies to support learning and replication
- Provide actionable recommendations for future programming
Requirements
- Experience conducting rigorous, mixed-methods evaluations, ideally in media development or civil society strengthening
- Familiarity with OECD-DAC evaluation criteria
- Experience with qualitative methodologies such as Outcome Harvesting or Most Significant Change
- Ability to conduct the evaluation remotely with no travel required
