- Eligibility Criteria:
Open to legally registered, not-for-profit civil society organizations (CSOs) in OGP’s 74 member countries.
Priority is given to countries with limited resourcing and financial need to support OGP processes.
Ineligible: CSOs in countries under OGP Response Policy, Rapid Response Protocol, or those failing the OGP Values Check.
Applicants must show a track record of engaging in OGP processes, such as contributing to the National Action Plan or participating in the OGP multi-stakeholder forum (MSF).
Applications from domestic CSO consortia are allowed, with a designated lead CSO.

Objectives
- Strengthen civil society capacity and multi-stakeholder collaboration
- Support core OGP processes in financially constrained environments
- Sustain and advance OGP reforms in key areas such as transparency, participation, and accountability
- Enable CSOs to convene and collaborate with government and civil society actors
- Encourage inclusive and responsive co-creation and implementation of National Action Plans
