The Finance Manager plays a critical role in supporting financial accounting, reporting, internal control, and compliance for the International Fund for Public Interest Media. This role requires a strong background in not-for-profit accounting, including experience with donor reporting and compliance, particularly with government and international organization funders. Reporting to the Finance Director, the Finance Manager will lead financial planning and analysis, manage donor reporting, oversee accounting operations, and strengthen internal financial controls.

The Finance Manager will also be instrumental in leading the transfer of the International Fund’s financial systems from its current fiscal sponsorship with Rockefeller Philanthropy Advisors to its independent entity in Paris. As the organization scales up, this role has the potential to supervise other members of the finance team.

Responsibilities
  • Assist in the design, configuration, and deployment of Enterprise Resource Planning (ERP) and Procure-to-Pay (P2P) systems.
  • Conduct internal control mapping and risk assessments, identifying control gaps and inefficiencies.
  • Work with the Finance Director and Deputy Chief Executive Officer to implement necessary controls to mitigate risks.
  • Oversee financial planning and analysis, including budgeting, forecasting, and cash flow management.
  • Ensure timely and accurate bookkeeping, supervise outsourced payroll processes, and coordinate payments.
  • Review donor funding agreements to understand financial reporting requirements and compliance obligations.
  • Manage and submit accurate and timely financial reports to donors in collaboration with the External Relations team.
  • Prepare for internal and external audits, ensuring compliance with financial regulations.
  • Conduct annual reviews of the Fund’s internal financial controls and ensure documentation aligns with data retention policies.
  • Implement and monitor progress on recommendations from internal and external audits.
Required Qualifications
  • Bachelor’s degree in Accounting, Finance, or a related field. CPA or equivalent qualification preferred.
  • 5+ years of progressive experience in accounting and financial management, ideally with a focus on grant-making, non-profit financial oversight, and government donor reporting.
  • Strong understanding of non-profit accounting, IPSAS standards, and internal controls.
  • Experience with ERP implementation and financial risk assessment.
  • Excellent organizational, problem-solving, and multitasking abilities.
  • Ability to work independently and proactively in a fast-paced environment.
  • Experience working in a global distributed team and across different cultural contexts.
  • Fluency in English is required; French is an advantage.
  • Strong written and verbal communication skills, with the ability to present complex financial information to both financial and non-financial stakeholders.
