The International Media Support (IMS) is looking for a skilled and dedicated Grant Manager to join their Moldova team of professionals in the Eastern Europe and Global Response Department (EEGR).

They are looking for a person who has experience in managing media development projects and a sincere understanding of how the media operates in Moldova.

As the Grant Manager, you will be working with IMS’ EEGR Department to manage the implementing partners’ grants in Moldova. The Grant Manager will be responsible for ensuring compliance with IMS, funders and local requirements, monitoring of and follow up on the projects, maintaining strong relationships with media partners, supporting project implementation, and contributing to the organisation’s strategic goals.

Key functions and key responsibilities

Grant Management and Administration:

  • Manage the entire grant lifecycle, from pre-award to post-award, grant agreement drafting, disbursement, and closeout processes.
  • Ensure that grants are administered in compliance with donor requirements, organisational policies, and local laws.
  • Develop and maintain grant management tools, templates, and guidelines for effective oversight of grants.

Coordination with Media Partners:

  • Serve as the primary point of contact for media partners receiving grants.
  • Provide guidance and support to media partners on proposal development, budget planning, and project implementation.
  • Organise regular check-ins, workshops, and capacity-building sessions to strengthen the organisational and technical capacities of media partners.

Monitoring and Evaluation (M&E):

  • Develop and implement M&E frameworks for media projects to assess the progress and impact of funded initiatives.
  • Conduct field visits, project audits, and performance assessments to ensure effective use of funds and achievement of project goals.
  • Work closely with the M&E team to gather data, analyse results, and produce comprehensive reports on grant-funded activities.

Financial Oversight:

  • Oversee grant budgets, financial reports, and expenditure tracking to ensure financial accountability and transparency.
  • Work with the finance team to review financial statements submitted by media partners.
  • Ensure timely disbursement of funds and manage any required budget revisions or reallocations.

Reporting and Compliance:

  • Prepare regular progress and financial reports for funders and IMS management, highlighting achievements, challenges, and lessons learned.
  • Ensure compliance with all contractual obligations, including financial, administrative, and reporting requirements.
  • Maintain comprehensive records of all grant-related documentation, communications, and correspondence.

Capacity Building:

  • Identify capacity-building needs of media partners and design training programs to address gaps in project management, financial management, M&E, and compliance.
  • Facilitate workshops and training sessions for media partners on effective grant management practices.

Stakeholder Engagement:

  • Build and maintain strong relationships with key stakeholders, including donors, government agencies, and civil society organisations.
  • Represent the organisation at relevant meetings, conferences, and events to promote media-related projects and initiatives.

Strategic Planning:

  • Contribute to the development of the organisation’s strategic plans and goals concerning media partnerships and grant management.
  • Identify potential funding opportunities and assist in the development of grant proposals to secure funding for media-related projects.
Qualifications
  • Bachelor’s degree in Media Studies, Communications, International Development, Public Administration, or a related field. A Master’s degree is preferred.
  • Minimum of 5 years of experience in grant management, preferably with experience managing grants for media projects.
  • Proven experience working with media partners, civil society organisations, or donor-funded programs in Moldova
  • Strong understanding of grant management processes, donor compliance requirements, and financial management practices.
  • Excellent project management skills, with the ability to manage multiple grants and projects simultaneously.
  • Proficiency in Romanian, Russian, and English (both written and spoken).
