UNESCO is inviting proposals from research teams and organizations to conduct a national assessment of Internet Universality ROAM-X Indicators in five South-Pacific Small Islands Developing States (SIDS): Fiji, Solomon Islands, Tonga, Tuvalu, and Vanuatu.
The aim of this voluntary assessment is to provide national and regional stakeholders with a clear understanding of their national Internet environment and policies that contribute to sustainable development. The assessment will also help identify any digital transformation gaps and develop a roadmap for improvement.
The following deliverables are expected:
- Establish a national Multistakeholder Advisory Board (MAB) in each of the five participating countries.
The MAB should consist of leading experts from various stakeholder groups, including governments, academia, the technical community, the private sector, journalists, media organizations, civil society, individual Internet users, UN agencies, and intergovernmental groups. - Produce a national assessment report for each country.
Fiji, Solomon Islands, Tonga, Vanuatu, and Tuvalu). The research team will analyze the data and provide draft recommendations for action. - Organize national validation and implementation workshops for each of the five countries.
These events should be organized to discuss the assessment results, agree on policy recommendations, and involve multi-stakeholder participants and dialogue with key policymakers and actors to formulate action plans to implement the recommendations in the priority areas for policy improvements. - Produce a sub-regional report summarizing the findings of the national assessments.
The report will assess the regional landscape of the South Pacific.

The electronic offer submitted by bidders must be comprised of (1) a technical proposal and (2) a financial proposal, sent through two separate emails. Kindly note that no email should exceed 10 MB.

Deadline:
The deadline for submitting proposals is May 2, 2023, at 4:30 PM (CEST). The submitted research proposals will be evaluated based on pre-determined technical and financial criteria. Final deliverables should be submitted to UNESCO before December 25, 2023.
