Development Cooperation and Humanitarian Aid Fund

• Eligibility criteria:
  Lithuanian and foreign legal persons, organizations, their subdivisions, and individuals are invited to submit project applications. The applicant must have partner(s) in the partner country where the project is implemented. A partner in a partner country is not required for activities related to democracy support. Legal entities of Lithuania and foreign countries, other organizations, their divisions, and natural persons can be partners in the project. The number of project partners is not limited.

The Lithuanian Development Cooperation and Humanitarian Aid Fund is accepting project applications aiming to promote the transfer of Lithuania’s best practices in the areas of digital transformation, eurointegration, countering disinformation, fostering economic prosperity, and strengthening psychosocial health.

The applications submitted and the activities specified in them must comply with the strategic directions of Lithuanian development cooperation and the concepts approved by the Development Cooperation and Humanitarian Aid Fund Council.

Out of 11 concepts, the following align with independent media:

Concept No. 6: Spreading Democratic Ideas Through the Empowerment of Independent Media

This project aims to contribute to the provision of reliable information to the Belarusian public by supporting independent Belarusian media outlets and journalists.

Project objectives:

1. Providing objective and verified information to the Belarusian public on developments in the country and the region, in particular in the context of Russia’s war against Ukraine.
2. Strengthening citizenship, promoting democratic ideas, and creating civic engagement initiatives.

Concept No. 8: Strengthening Strategic Communication in Moldova

The project aims to strengthen the resilience to disinformation and strategic communication skills, ensuring the dissemination of independent information.

Project objectives:

1. Building strategic communication capabilities of the government institutions of the Republic of Moldova to enable effective responses to hostile state-sponsored disinformation.
2. Strengthening civic and independent media capacities to engage in disinformation analysis and countering it; developing partnerships between government institutions and non-governmental organisations with the aim to increase societal resilience to hostile state-sponsored disinformation, information manipulation, and information operations.
3. Empowering civil society, including independent media and non-government organizations, to systematically debunk and counter hostile attempts of disinformation and public opinion manipulations; increasing public awareness about the threats posed by disinformation, the tactics and techniques used by hostile actors.
4. Sharing Lithuania’s experience in the sphere of cooperation among public authorities and civil society, including independent media; exchange of experience between the countries participating in the project; building long-term capacities of the project partner country by developing a culture of inter-institutional cooperation in the field of strategic communication through the transfer of Lithuanian best practices.
